From what I've seen the first set uses H3 bulbs which are fog light bulb which aren't sufficient for headlights.
From what I've seen there are quality issues with the second set (the ones that look like "R8" headlights). Often the projectors are crooked. The good news is that you can replace the projectors with better ones.

My old Z28 came with the first set of headlights op posted. They're the most expensive halo/projectors for LS1 Camaros on Ebay. The set I had was just great. When I got it, it had regular bulbs, the cut off was perfect all the way across, actually even got comments on it from time to time. Then I put HID's in since I realized I have projectors so why not, and it's the best setup I ever had. The halos are also CCFL halos and could be easily seen at any time in the day light even when it was completely sunny out.
I'm guessing the reason that specific set is the most expensive for these on ebay is because they work the best. I've always wanted to buy another set, but just the price being around 200(last time I checked months ago) I just can't justify the price to myself.
I see people often complaining about moisture or other problems with the projector lights, I've noticed that everytime I can remember these are with the cheap lights like the ones that have a halo in the center, or have the led one above the other. I'm sure the ones I'm talking about aren't perfect since nothing is, just relaying my experience with'em.

Going with a Manta hood stripe, spoiler stripe, and side sunoco stripes to make it look like my previous Z28 pictured below:

Just need to actually put them on, I've done stripes on mustangs, and that z28 along with my friends Z28, and quite a few others, but I fucked up the manta install and the passenger 1/4 for the sunoco. After that I just pissed myself off and have been waiting on trying again. Was trying to find someone local to just slip them a few bucks and not **** up again.
Most of the ebay projector housings available for the 1998-2002 Camaro are poor performing, often using H3 bulbs which are not intended for headlight use. They are fog light bulbs intended for a housing that produces a low/wide beam without much distance.
The only ones with OK output seem to be the Sonar projectors which use H1 bulbs (which were intended for high beams). They aren't the best either, but they are better than any of the H3 options.
The best option is to retrofit OEM HID projectors or good aftermarket HID projectors into the stock housings.
