Looks alit like the H7 actually. Especially if it came off of a firebird. The two conversion housings.I have seen have H7 or 9006 bulbs

Since you only need the bulbs, just get the correct bulbs for your headlights and don't worry about the extra wires. They won't connect to anything in your setup so remove them (they are only held there by the grommet and not connected to anything). You probably don't need that extra rubber grommet that those wires pass through in your setup either.
What headlights do you have?
Also, there is more than one kind of H3 HID bulb on the market. Some are physically shorter which puts the HID bulb's arc closer to the correct position of the Halogen H3 bulb's filament. If you need an H3, get the shorter one.
The top pic above looks like a "short" H3 on the left and either a H4 or 9000 series on the right (hard to tell from just that angle).

If the problem follows the bulb, then the problem is the bulb. If the problem stays on the same side, then the problem is the ballast.
Double-check all electrical connections. Disconnect, inspect, re-connect.
Also, as others have noted, installing a Relay Harness (if you don't have one) may fix the problem as well.
