Best glass cleaner for windshield

I see what you are describing often. Contaminants just built up over time and glass cleaner will more often then not be unable to remove it.
The best way would be to do a machine polish with a da polisher, foam cutting pad and a cutting compound. The windshield clarity will be night and day using a automotive abrasive compound to remove years of build up on the windshield.

For a maintenance (and interior) glass cleaner, I only use Dirtex (by Savogran). This contains ammonia, so I wouldn't use it on tinting paper.
