Triangular clips on rear deck - tie downs?

Triangular clips on rear deck - tie downs? Are the triangular clips in the carpet on the rear deck just tie downs? I have never used them or heard anyone mention them. Are they just into sheet metal and serve no other purpose? I just want to make sure I can take them out without something dropping on the other side of the screws holding them down.

So it hasn't been confirmed.....do I need to plug holes, will some backing nut fall to the ground....anyone?
I assume there must be some substance to the connection if it is related to child safety.
