Default Problem with converter?

I just noticed something was off with my car today. Accelerating from a stop at 1/2 throttle or so (RPM's under 3200) the car upshifts to second and seems to struggle maybe even bog at around 2600-3000 rpms. When the car gets to 3200 I can feel something unlock (or the converter engaging?) and then the car accelerates normally. This only occurs on part throttle roughly 50/60%. Full throttle is ok, and normal driving is ok. The problem is difficult to duplicate but seems to be brought on by accelerating 1/2 throttle through first, then in second when the rpms are at 2600-3000 if I apply more throttle it seems to struggle and almost bog. When the RPM's get to 3200 it stops and accelerates normally the rest of the way. Is this a tuning, converter, valve body, or trans issue?
