but dont rip apart that car with so few miles. find a high mile car that needs the work nessecary to get 10's.
you can find a car like mine that runs great but has its problems for under 6K

i know exactly how you feel right now, but you really need to slow down a bit. it's always good to have a plan, but you're modding and bench racing a car you don't even have yet. if you JUST saved up the money to get it, put it on the road and get a feel for it before you start dumping money into it.
don't worry about what you can beat right now. first of all, both of those cars will be faster stock. second, you don't have a clue as to how to drive your car. third, 9 year old tires probably won't hook very well and probably shouldn't be run at racing speeds.
learn the car, save your money, and then go about modding wisely.
my car was stock when i got it too with around the same miles as yours. if you go to my fquick in my sig you can see the mods ive done to it since i got it. trust me they ADD up, and very quickly i might add.

But hey got a better motor out of the deal. My wife thinks I did it on purpose...

But normally I would do suspension, brakes, and tires first. You cant go fast if it wont stay on the road or if you cant stop it.
