4l60e will not shift 3th at WOT

4l60e will not shift 3th at WOT It is 4l60e -99 with Raybestos Z 3-4 pack, corvette servo, EZ TCU trans control.
It will not shift third at WOT but when cruising everything is well and smooth.
Can it be some solenoid, force motor or something else issue?
I tried change shift point: 5000rpm and 4500rpm and 6000rpm with out result.
It is behind LSx 416 appr 500hp.

You do not mention MPH. MPH has to be satisfied. Make sure your
part throttle, 96% column and your WOT shift MPH are consistent
just for luck.
Scan trans current gear and the input, output shaft RPM. If current
gear doesn't change then it's a psychological problem in the PCM.
If current gear changes and input shaft RPM doesn't, then look to
the electrical / hydraulics in the trans.
