Default Tranny stuck in Park

I just bought a 2015 Caprice PPV and it wont shift out of park. These cars have the 6l80e. I had it shipped from SC to FL and we couldn't even get it off the trailer. I had to call a tow truck to get it off the original carrier . The tow truck guy crawled under and undid the linkage( I guess idk) and the display on the dash went to neutral and he pulled it off that way. I noticed that when he did this, the car immediately moved a bit, as if the tranny was the only thing holding the car back not the ebrake. The car does a tremco shifter lock and the floor bubble but both seemingly work as the device beeps when either the bubble is depressed(vacuum) or the electrical switch is pressed. The car was driven and loaded on the trailer in SC so I know the tranny and shifter was working. Any ideas as to what's wrong?

Is the battery dead/unhooked for travel?

shifter gets stuck/locked without battery and usually key has to be in "run" position

Battery is as dead as can be. We jumped it to start it. Primary battery is reading 2.65V. DIC reads 14.3 V while car running off the alt. Car was stuck in park while running and while off.

Lock-Out solenoid would be the first place I looked
You can see it here (modified to stay released)
I'd check it's function. If it doesn't mechanically function (seems to be the case) then check for electrical signal to the solenoid. If the solenoid is faulty...replace it. IDK if you can get the solenoid on its own yet...or if you still have to buy a whole shifter.

If the steering wheel is cut in one direction or the other...

This can place stress on the release mechanism in some vehicles.

Ok, i'll check the solenoid, if i can find it.I do here a click when i try move the shift lever. Its probably buried in the dash as the car is column shift.

What you are looking for should be underneath the wide steering column covers...

I Up-Fit and Modify a lot of these cars for the State Police where I live.

I took apart some stuff today. I can see the solenoid(barely) and it looks like quite a bit of the dash has to come out to get to it. I'm gonna try bypassing the tremco security switch to see if it was faulty. If the solenoid itself is faulty, is there a way to bypass or remove it? The the shifter comes as an assembly and costs about 100, which I'd rather not spend.

If you look at the image that MaroonMonsterLS1 posted...
You can see a latch and detent.

All you have to do is try to lift/ pry the latch up off of the detent.
You do not need to go into the Dash/ Instrument Panel Cluster on this vehicle to access the Solenoid... Unless you are replacing it.

I actually disable this mechanism on the State Police Vehicles here, because they are Idiots!

I love how the use of Nitrous-Oxide is illegal for "Street" cars, here in NY...

However, NY state Highway Patrol and NY state Protective Detail (for the Governor, Senators, and other Politicians) all have had me install these N2O systems in their vehicles...

Seems really fair and not the least bit hypocritical!!!

I see carpet in that pic so that's most likely a floor shifter, mine looks different. I checked the connector coming from the brake and it gets 12v when the brake is pressed. I can hear clicking when the shift lever is pulled towards me and also when it's released but it still doesn't move out of park. Here is a pic of the ppv shifter, I believe the shiny part with the blue dot is the solenoid as the connector from the brake goes to that.

Correct, the image that MaroonMonster posted is not of a Caprice/ SS/ PPV.
But, like I said... It shows the latch mechanism.

The image you posted looks like the same Latch, Solenoid, Cable attachment, Assembly that I normally find in these vehicles.
Yes, the component with the Blue-Dot (Mark showing that the person assembling the device has passed inspection) is the Solenoid for the Assembly.

If the Solenoid, itself is not making that clicking sound... Then you are probably hearing the Relay in that circuit making a clicking sound.
Or if the Solenoid is making the clicking sound, but not moving... the Solenoid is probably bad.

Nothing to see here! The you can't do it but we can has been going on for as long as I can remember. Examples: It is unlawful to use a motorized vehicle on non-designated roads in the national forest but law enforcement can.

It's unlawful to cross the solid white line in order to exit into another lane of a different freeway but I've watched Houston Police turn their lights on during heavy traffic to make this illegal maneuver time and time again at I59N and I45N interchange and it pisses me off when I see government officials abuse their powers because they feel they are above the law.

Is the thing circled the latch? I tried prying on it with a screwdriver, but it wouldn't budge.
