How do you test the stall speed of a converter?

i have a stock truck torque converter and if i have it in overdrive (or drive as well i think, if it matters) i can push down the break and give it gas and it will go up to over 2000rpms, the torque converter in these trucks are supposed to be 1600rpms from the factory and i bought mine brand new from the dealer.

any idea if this is something going wrong??

I cut a 1.51 on 26" ET Streets as my best 60 ft, and if I had a 4500-4600 stall I would not be able to hook my combo on that small a tire.
