Two TCC controls are in it; the apply solenoid and also
a PWM solenoid valve that needs lit up to give any
pressure to the TCC. You can engage the TCC solenoid
but nothing will happen, if the PWM valve is out of it, or
there is a line pressure problem (like you might find in a
stock tune, 0% commanded line at light cruise can make
for pretty poor grab in a small-clutch converter as even
100% TCC PWM duty, is 100% of not-enough and you slip
under load).
