Question TCC Solinoid Question?

If a TCC Solinoid is bad,Does it either work or not work?Or Can a TCC Solinoid work half way, inbetween Lock and unlock?Just Curious about how it works....
Thanks!

Two TCC controls are in it; the apply solenoid and also
a PWM solenoid valve that needs lit up to give any
pressure to the TCC. You can engage the TCC solenoid
but nothing will happen, if the PWM valve is out of it, or
there is a line pressure problem (like you might find in a
stock tune, 0% commanded line at light cruise can make
for pretty poor grab in a small-clutch converter as even
100% TCC PWM duty, is 100% of not-enough and you slip
under load).

Interesting,So the TCC and PWM solinoid work together? So one could be ok and one could be bad to make a TC lock up inconsistant
