Well first has your car been tuned to allow WOT 4th shift , Many cars with the stock tune cannot make that shift as its disallowed in tuning , First thing to do short of looking at the tune is to look at the scanner data stream and see if its being comanded to make the shift, And note you must like driving really fast lol

I woundnt know what to tell you then , The trans has no choice but to do what its told. if its being comanded and not happening but will happen under light throttle then it must be slipping , But even that should be noticable, and feel like slipping , But if lighter throttle shift feels good it would seem very unlikley. The 4l60e Has no choice but to do what its told or burn or break something trying, There is no shift fail safe built in hydraulically.

not if it shifts normally into fouth at moderate throttle that means the vavle body and servo assemblies are working and they dont know throttle position like I said they just do what they are told , Like i said there ae only two options either its in fact not being comanded to shift to fourth , Or the 2-4 band is slipping like crazy under the power, But then I would imagine it would feel really sloppy at light throttle also
