I would avoid cutting a hole... it's just not right!
On my Whipple kit, the stock hood has to be modified slightly to fit. But the EC hood was a direct bolt on with no modification to the 'inner' skin. Cutting the inner skin will buy you 1 3/8" of clearance at the snout area. I know because I'm looking for ways to get an extra 2.25" clearance so I can upgrade to the taller manifold.
So my plan is to cut the inner skin, fab some 1" cradle spacers and I should be OK (fingers crossed).

1" cradle spacers? It's gonna look like a 4x4 when you get those in. I would just make lower engine mounts. I think the C5 mounts are about an inch shorter. There is also another company that makes some blower mounts for the GTO that lower their motor. The corvette mounts should work though.

Okay I follow since the top of the strut is attached to the body. Watch your oil pan. The only other isse I think I see is now the geometry for the suspension has changed. The upper control arms are attached to the body and and now the lower arms will be an inch lower. It may or may not affect anything but I would defineltly have the alignment checked afterwords.

You got it! Yes I thought about the suspension geometry changes too, so I agree an alignment would be a must. The ground clearance of the sub-frame would drop one inch, but that's no biggie... Same as installing lowering springs do.
The oil pan clearance would come into play if you tried to design lower engine mounts. I think youonly have about 1/2" to 3/4" between the subframe and the oil pan. I think it's all do-able!

Nothing new to update really. Still waiting on the short block.
I have spent hours trying find some kind of scoop/cowl to cover the blower. I just cant find anything that will look right. Then I dont know about the whole bonding fiberglass to aluminum deal either. Not like I am going to let it stop me or anything, beacuse I will just cut a hole around the blower and let it ride if I have to. (until a proper hood can be sourced)
