470hp -15% = 400rwhp

If I may ask, why such a nice increase in HP, but not so much in torque?

either compression is still low, or they overport the heads

Remembering my hot rod days - 1967 Chevelle with a 454. Opening up the breathing and reducing back pressure is not necessarily the best for improving TQ numbers. Mallet lists a custom cam, ported heads and corsa exhaust, all of which help it breath better. My guess is, and it's just a guess, that with the wheel hop issues of the CTS-V they decided to move the power band up in the RPM range. Theres more area under the curve but heavily weighted from 3,500 rpms to redline vs. off the line.

IMO that torque rating is bring limited via the PCM. Either they did not adjust torque management (which is severe in the CTS-V) or like mentioned above they overported the heads.

The torque management in the CTS-V is not only limited by RPM like other GM cars but also by gear.

What torque management are you talking about? Typically torque management is used with automatic transmissions during shift change and with traction control systems, which can be turned off. So what are you referring to?
