If you have to deal with emissions, it's the only year that you buy and get away with runnin just cats.
If anything, just stay away from 96, BMW was going through a menstral cycle with the ti and a lot of dumb changes were made which can screw with an engine swap. The fpr setup is half obd1 half obd2, framework changes, aesthetic changes, and is just blah. I've owned every year except 99, which is most desireable because it'll be a sport model with a lot of extras including a very expensive an hard to come by, steering wheel.
