Have you pulled the oil filter off it to see if it's full of oil or not? That sounds like the easiest thing to do as it is upstream of the pump. If it's full the pump is pumping. If not then get a hand vacuum pump and use it to suck oil through the hole on the outside of the threads. this will pull oil through the pump and should prime it enough to make it work. Don't forget to put the filter back on before you crank it.

All is well! I spent about 30 bucks and built a pump system and pumped untill the rockers had oil coming out of them. I also put a mechanical gauge on it. Fired it up and it holds 50-60lbs around 1500-2000 rpms. THANKS everyone for there input i would have never figured this out untill it was probably to late. I still have no pressure on the electrical gauge. Any input on that?
