Registration Problems in Missouri
On a more ridiculous note, when I was trying to renew the registration on those Vegas, I went and spoke with a gentlemen at the BAR here in calif. He said even if you installed an engine that ran on farts and had absolutely zero emissions, it still wouldn't meet the criteria and would not be legal. Ironic, as I'm working on designing the fart engine currently. I've already solved the fuel sourcing issue. BTW I never was able to renew the reg on those cars and had to sell them as non-op vehicles.
Maybe you work in that county or maybe a friend or your woman lives there and you stopped in after visiting... (wink, wink, nudge, nudge).Last guy to inspect my Thunderbird opened the hood and said "that's interesting" went through the rest of the inspection and sent me on my way. He said he was a little surprised to see the swap since the car ran, drove and sounds like stock.
The bar is set at the year of the chassis. As long as the emissions parts, engine design parameters, and calibrations comply with 1977 designs or newer, you're going to be okay. So, as long as the LT1 has at least all of the equipment that the 1977 Volvo has, or equipment consistent with a "newer model year chassis", then you'll be okay.
I think what they're trying to do is prevent you from putting an older engine in a newer model year chassis - they don't want you going backwards in emissions, only forward.
Agreed though, take it to a different shop.

Actually, it states
"...in regard to all emissions related parts, engine
design parameters and engine calibrations,
must comply with the certified configuration
of the same or newer model year as the vehicle
chassis."
so the engine design parameters are nowhere near the same as a 77 or newer Volvo 244. "Model year of the vehicle chassis" meaning 1977 Volvo 244.
If the car is emissions exempt, it's a moot point and you just happened to talk to the 2 dumbest people in the state. If it's not exempt, you're gonna hafta get sneaky about it. I feel for you. Been there. I had 2 V8 Chevy Vegas, when Calif first started smog inspections. Yeah... I'm THAT old!

Before my Volvo “graduated” from the annual inspection cycle in 2017 (35 years old), the guys at the local inspection station would almost fight each other to be the one to pull it into the shop. No problems passing safety and a visual emissions inspection.
