Remove the rockers and re-test. If it still fails, is pull the heads and inspect before making a call.

Back off the valve gear to make sure that none of the valves are even a little bit unseated.

I took all the rocker arms loose and removed pressure from the valves. I then hammered the valves with a rubber mallet like you guys suggested. Since I knew my leaks were mostly around the exhaust valves, I sprayed a very small amount of PB Blaster onto the exhaust valves to help break up any rust or gunk. I let it sit overnight, and then I retested with my leak down gauge. I was shocked at the results. You guys really know what the hell you're talking about. All of my readings came up to 10% loss or better readings. Isn't this considered acceptable? Below are my readings. I'll let you guys review them and then suggest what I should consider.

Cylinder 1 - 91/96 – 5% loss
Cylinder 2 – 87/96 – 9% loss
Cylinder 3 – 88/96 - 8% loss
Cylinder 4 – 85/94 - 9% loss
Cylinder 5 – 91/96 - 5% loss
Cylinder 6 – 84/94 – 10% loss
Cylinder 7 – 87/95 - 8% loss
Cylinder 8 – 89/96 - 7% loss

Like someone mentioned before, consistent numbers are a better reference than the actual number itself. The results look good fine.
