GM used the same PCMs (the actual computer hardware) in several cars and trucks.

if the HARDWARE is identical, it is possible to have someone flash up a correct BIN to work..

for example, if you had a 02 camaro harness, and a PCM from another car that was the same hardware, you could have it flashed with a 02 bin, then hook it up, and use HPtuners or EFIlive to tune it so it'll run a 6.0L truck engine (or whatever)

Let me just explain one reason why it can't work.
Those computers were never on a vehicle that had electronic throttle control or the coil on cylinder design. So for it to run an engine like that would take extensive custom programming over and beyond what HP tuners or any others are capable of.
So I say again, you can't flash a 99 4.3 PCM to run an LS2 with any practical means avaliable to the average Joe. You would need to be a very good programmer who can write your own software from the ground up to make it work.

what is the hardware number on the 4.3 PCM?

using a tech 2, or EFI live (i think) you can flash a XX pcm to a YY pcm as long as the hardware is the same.

Not sure on the exact part number for the 99. But yes it's a different PCM completely on the 99 4.3. It's older style. Does not have the standard 2 (red/blue) connectors as on an LS1 type. Has 4 smaller connectors, wont work.

But... 01+ 4.3 PCM's use the same PCM as far as the hardware. GM went to a standard PCM on the later vehicles. So.. on a newer one... you could technically reflash the operating system and the parameters and be good to go for an LS1.. (Using EFIlive or Tech2)

The LS2 on the otherhand would require a lil more work. You could not use the drive by wire throttlebody. You must use a cable driven unit..
