2nd and 3rd only in 4l60E trans?

2nd and 3rd only in 4l60E trans?
A friend of mine just completed an Ls1/4L60E swap in his Impala, wiring the car himself from an original 02 Camaro engine bay harness.
The car runs and drives, but the trans starts off in 3rd and stays there. Manually shifting the lever can get it to go into 2nd, but nothing else. The engine is a low mileage 02, so it's not likely the trans has faulty solenoids internally (although possible)
He hasn't installed an ALDL port yet, I just gave him one tonight so I can put the TECH II on it.... but until then... any suggestions?

The trans probably is not getting powered at all. You need 12 volts on pin "E" of the round trans connector.

When he gets the ALDL connector in it will probably be putting out a P0740, 0753, 0758, 0785

Most electronically controlled transmissions default to 3rd gear for a limp home mode. 3rd gear is going to be shift solenoid A and B both OFF. 1st or 2nd gear can be engaged mechanically with the shift linkage just like reverse. I would suggest the transmission is not getting any signal at all from the from the ECU.
