97 V6 gets 99 LS1...no fuel

OK, pin 9 on the LS1 PCM is the trigger wire for the fuel pump relay, but it's not getting any voltage at key on for some reason. Ed Wright said he disabled the VATS on the PCM. I can manually energize the relay and get the fuel pump to kick on, but for some reason the PCM won't energize it. I believe we've got everything else wired up correctly. What about the serial data port 2 wires...if those don't match, will that keep it from getting fuel? I've got the bank 1 and bank 2 wired up correctly, all the grounds, etc., but something is not letting the PCM make the trigger wire hot. Any ideas?

If you have your battery, ignition, and grounds correct to the PCM, RED pin 9 should be +12 volts for approx. 2 seconds when you turn on the key. It's internally generated by the PCM, so if it's not happening, I would think faulty PCM.
Try measuring the wire itself with a voltmeter with no relay plugged in; just to rule out a shorted relay or something.

On the black plug for your dash harness make sure you ground the black wire, i believe its for the fuel pump relay.

I made sure it was grounded. I ran continuity on it to the relay, and to the ground location itself, and it showed good. I even manually grounded it, and still nothing. I'm pretty sure the wiring is ok, but I need to find out why the PCM won't power up the trigger wire.
