Default 427 shortblock as starting poing?

I see a few folk who mod a car with a few thousand dollars, then go big block and tear everything prior out. Would it be better to start with a big inch short block and add to that?

Also, are home-built big-inch motors California legal, or does one have to get the whole thing at once from a certified tuner? Which big-inch motors are EPA-ok?

Contact Morgan Motorsports in Cal. since they're close to you. They have some good big-inch packages. Good luck!
