I would do a 08 LS3 with bolt ons. You can hit your times no problem, plus have the reliability for a DD.

Which can you get more horsepower out of while keeping the risk of breakage low and without changing any internal engine components - an LS3 or LS7?

An ls3 isnt by any means cheap. Thats a cool 46k at least then tack on another 5k in mods to break the 500whp mark which he'll need if he doesnt want to use DR's. If he values the warranty then its not going to happen since the motor will have to be opened up to achieve the required horsepower.

While a C6Z06 can easily touch 11's it however is not cheap as well. Thats going to be mid 50k used on up.

Sure he can get a C5Z06 but why when you can get a base model C6 ls2 for slightly more. Price wise you're looking at a used 2005 for ~32k and a 2006 ~36k.

Personally I'd choose a 2005-2006 C6 fitted with intake/headers/mild cam/dry shot 125 nitrous. I run 11.3's all day @126-127mph in the quarter on my street tires (invos) with this setup.
