Best way to remove inner fender metal.

I've got my fender off and basically 90 percent of the metal removed via sawzall. Well the only thing I'm curious about is how to remove the lip that goes across where the fender bolts on at the top. I tried grinding the spot welds off but that did nothing but hide where they are now. What would be the best route at removing it? Maybe slightly pry it apart and put the sawzall in between the two pieces of metal. When I do the other side I'm getting a spot weld cutter.

Harbor freight spot weld cutters work awesome. I did both my front fenders in a couple hours. I left the metal on the top rail though, I felt the rail was too weak without the 2 layers. I just took my grinder and cut it to the edge and I left a little lip on the bottom to put my wiring when I tuck all of them.
