Post Front shocks

After rereading this thread: Spring Rates, I need some help understanding exactly what the shocks do, during a launch.

A quote by MadMan: "When you launch the spring tries to throw the car up and relieve the stored energy. This ends up being a wheelstand situation if the cars hook."

If the spring decides whether or not your gonna wheelie, what is the shocks part of this situation? Is it controlling the amount of throw back the spring sends during a launch?
...Maybe I need to read over that thread one more time.
