What is a two step?
two step is a rev limiter. One limit is set lower for your launch rpm and the other is your normal rev limiter. Basically a 2 step lets you launch your car at whatever rpm you want, you just hold down the gas. Also if you have a turbo, a 2 step wil let you build boost off the line in a manual car. It's a dance that originated in the 1800s, but that's not important right now. 
69vette is right. It's real helpful on a turbo car b/c it causes a misfire that will build boost faster.
