The legal guideline is that the bar must cross your upper arm area between your shoulder and your elbow. If it's too low slung, it won't cross your arm at all. Especially if you get that bar and mount your seat too far forward. For instance, that bar could never be legal in Kyle's car. His seat is in front of the steering wheel practically. Little 2' tall leprechaun.

Does the cross bar allow you to have your seat moved all the way back?

Depending on how tall you are, you try to position the main hoop as far back as you can with the seat in the position that you want to drive in. You can get the seat to go back pretty far, but the recline is going to be limited obviously..

Considering the holiday weekend, Joe should be getting back to people today and tomorrow. The sale is still open until 10 of the kits are sold. At the moment, last I heard there were about 6 confirmed kits ordered.
