Just gotta fit it up to the bar and cut a little at a time till it forms around it. I did an ok job on mine, seen better, seen worse.
Just take your time and make sure you use a fresh blade to make the cuts easier, good luck.

i got the carpet all in the center of the car, with the seat bolts lined up....pushed carpet up under the dash and basically everywhere i could fit it...after everything was as far as i could go i started cutting the carpet in the center of the bar...cut a straight line towards the center of the car untill the carpet by your feet lies flat...a sharp blade does help when your rounding out your cuts

Tool
I put a 6'' piece of 4130 1.75 in tubing in the lathe & cut a sharp angle on the inside edge of the tubing. Makes a very sharp edged round punch. Worked great. Since then I've made several sized punches for other things. If it gets dull it's a snap to cut a new sharp inside edge. After you cut the hole Lay the carpet & pull it up to Tig your cage tubing to the car . Pull the carpet down & no carpet cut or raggy edge. I will make my next punch a little bigger for this purpose next time ,easier to slide up the carpet to weld. Everybody that does any Chassis work has got a barrel of "cut off's" because nobody throws 4130 Chrome Moly away. $$$
