your final gear is still 1 to 1 (same as 3rd on a 4L60E or 4th on a M6)
The key issue here is how much MPH you are going to run.
3.73 and 28" are good for about 150 (please correct me if I am wrong someone) so 3.42s on a 26" should be OK as well.

IMO. Try the 26" 1st before you buy new tires. BUT my guess is you will be finishing at barely 6,000rpm crossing the finish. I believe the 28" will serve you better - I'll also bet you that 130 is a very, very low mph estimate. With my stock engine, with h/c and up to a 200 shot, I ran 4.30's on 30". Ran a best of 10.08 at 134. Was going to move to 3.73's and do 250 shot (out of the hole - single stage) before the SS decide to drag its bumper.

Use your Transbrake to cut off the nitrous until you release it upon launch - give a 100 shot out of the hole, 150 after 2nd gear shift. You'll be in the 10's

I would definitely try the 26" tire first. I think that your biggest issue might be hooking on a hard launch with the 26" tire. If you can hook on the 26" tire then you'll prolly be just fine. You're going to have fun going from 1.9 60' to 1.4-1.5 60' with the TH400
