I have a 28 inch tall tire in mine with no issues at all, stock wheel well.

And before someone beats me to it, I know there are 7 second cars running 275/60 15 radials....blah blah blah! I don't have a crew chief or a chassis wizard near by. So for me more rubber is the answer.
I have owned both. With a little cutting and welding you can fit a lot of tire in a third gen and it not stick out. Not a lot of people mini tubing third gens for that reason. Pics on thirdgen.org

you have to narrow the rear to get a big tire to tuck under the car. unless you drastically narrow, you dont need a mini tub kit. my 5.5bs wheels fit fine with a 13" wide tire without any mini tub
i do realize that the 3rd gen quarterpanels do not bulge like the 4th gens but it isnt night and day difference. the 3rd gen rear being 1.5" narrower on each side is not the issue. its getting the right combination of wheel/tire/rear end width that you are ignoring.
my point was the mini tub kit is not the issue. if you want to run a 13" wide tire, you can do it on a 5.5" bs wheel, tucking the wheels nicely. you have not addressed teh real issue - narrow the rear and clearance the bump stop area and you are there. ofcourse this is on stock mounting points as well.
mini tub kits make it nice as you have even more room but it isnt truely necessary to run a wide tire and tuck them in
