My 427 dyno, analyze this graph
Got it on the rollers at TTP, Matt tweaked the tune and got the a/f smooth (TTP did not build it or do initial tune) and this is the result. Doesn't even make 350rwhp until 4K rpm's, torque peaks at only 4500 or so and the motor isn't making anymore power after 5500. TTP and I both suspect valve float with my heavy Comp Magnum rockers as I was afraid of, with the 1.75 ratio and cam lift, total lift is right at .650 with Patroit Gold springs. Looking at going with lighter stock rockers which will also bring the lift down some. Peak numbers are 489rwhp, 490rwtq. Very dissapointed, but with the luck I've had with the entire project I'm somehow not suprised lol. And FWIW, it is seriously using oil, probably 1 qt every 100 miles and smokes out the tailpipes after each shift, as someone at a red light informed me. Smokescreen when floored, not sure if that is normal with this setup. Main mods are below:
TEA stage 3 6.0L's, 2.10/1.60
Port matched 90mm intake, NW TB
244/250 112 (total lift at .649 or so)
11.1
93 octane
12 bolt/4.10
Evans water pump
SLP keyed pulley
QTP 1 7/8's, orp, wide open Borla
TSP 85mm lid, 85mm MAF

First thing to do is find out were the oil is coming from. If it is the guides or valve seals, the oil will be comtaminating your incoming intake charge causeing the low numbers. I would then make sure you have those springs shimmed to .050" before coil bind and get a set of the rebuilt Harlan stock rockers. At 2k miles, you shouldn't be using that much oil. The rings should be pretty much seated by now.

You got the 4.10s and the 12 bolt which is pulling you down some. Thats not exactly a dyno queen you got. I'd be pretty happy with those numbers if it were me.
And you hittin 490 ft-lbs of torque which is about right for for that size motor. Most I've seen are around 490-500 ft-lbs. Nothing wrong with that.
I say theres alittle more left in the tuning. Maybe more timing?
And the smoke? My bet is valve guides.

Yea, you do have to remove the springs to check the seals. If you were gunna go through the trouble, it would be best to replace them, but if there new, I'd give it some time. It could also be loose guides, but I haven't ever seen that problem with TEA's work. I'd try the rockers first, and also shim those springs up if they aren't already. Keep an eye on your plugs and check to see if the smoking is bad upon start up. If the smoke is coming from blow by, it should be minimal upon crank up, but if it is coming from the top end, it should smoke pretty good upon startup due to seepage while it sat.
