Well not necessarily horrible but either they didnt have time to finish what they were doing or they dont know what they are doing...
With a proper tune you should be at about high 12's, low 13's A/F ratio on a wideband with NA... You shouldnt have surge issues unless your running a ginormous cam, and it shouldnt stall out at all...
Thats just my opinion though.
It's too easy to blame the tuner... those numbers are WAAAYYY low (tq) indicating a problem like a cracked plug/bad plug wire etc.. They are indicative of something physical. The non-idling I can't say, could be tuning or could be related to your issue. What the tuner SHOULD have done after the first pull (seeing the low numbers) is take it off the dyno and tell you to come get it and straighten out whatever is wrong (or helped you determine what is wrong) BEFORE moving ahead with tuning it.
