Im pretty sure Gauze always outflows paper. and I dont even oil my K&N anymore...

Also, what is surging and bucking. I never had this properly explained and I have a cam in my car and am experiencing it stalling under 1000rpms and sometimes the dile will drop, and i have no pull under 1500rpms.. are any of these surging or bucking?

Well no kidding you are going to go faster with no filter versus any filter. Pulling the K&N at the drag strip will show some gains because more air will flow through the lid while you are moving forward and have no filter, particularly if you have some sort of ram air, even free ram air. But no way is a K&N going to lose power to a paper filter.
No filter > K&N > Paper
