As for the surge, just like Steve said, a couple of cold start and it little more time invested and you shouldn't have any surging.

They said that the paper filter had more surface area then the K&N. They said that they tested a couple years back and they have the equipment to test it so I'm not going to argue with them. I don't see what reason they would have to make that up.
As for the K&N filter thing. I had a paper filter in my 1999 Grand Prix GT. I dynoed it and then swapped out for a used K&N drop in and it gained 2 hp across the powerband. I'll try it again with my Z28 next time I dyno it though.
