Default Do high stall low geared cars dyno low?

I've had people say that a turbocharged, high stall car with 3.73 gears and up will get horsepower and torque numbers that don't represent the potential of the car. Is this true or not? I was told that accelerating a drum with that combination isn't placing the load on the motor to get the turbo to show it's potential and the same with a high stall and low gearing.

Any of this make sense or is it incorrect? Don't shoot the messenger I'm just trying to understand this stuff.
