that wouldn't be an indication of a restriction.a restriction would hurt your TQ #s as well.a dyno measures TQ,and your HP is calculated from that.open up that intake tract,and both HP,TQ will improve.
i always take dyno #s with a grain of salt.don't try to compare your #s with someone elses.too many variables between dynos and cars.the smart thing to do is get baseline #s,then after mods go back to the same dyno and look at the gains.that's the best way to judge how efficient your mods are.
IMO,i think you have a strong runner.but the best dyno out there is the track.
