You ask will it be enough if he ups the turbo and whatnot...well who the hell knows then lol. It all depends obviously lol

Heads, cam, intake, drag radials or something to get ur car to hook and if you want a little 50 shot just to make him look a little more stupid

Traction sounds like the first problem. If you can't put it down to the ground it doesn't matter how much more power you add. Given that he's AWD, he has a little more working for him on applying the power.

If you're running from a dig, a sticky tire and a stall would do a lot to help your setup. If you can find a way to hang close to him on the line you might be able to pull by him up top (unless he's well modded already). If he's faster down low and up top, then you need traction and nitrous!

keep the 3.23's. a proper build with the right stall doesnt need gears as a band-aid.
