They can say what they want but CARFAX does not have access to police records. Unless they just assume that insurance statistics are comprised only through Police reports, even then it is a stretch.

CARFAX is comprised of insurance company and repair center information.

Yep as Popo said, we call those accidents "Non reportables". Happens for 99% of MVC's that don't require a tow.
