I'm guessing that he didn't have a window switch or something, or there was some type of really bad malfunction?

Is this the video of the millenium yellow z06 that goes on fire and the camera guy is like "so and so just beat a z06 on spry"? If it is, I heard that he hit the spray too early and it pooled in his intake. He told the truth to his insurance company and they actually covered him.
From what I heard this video has been around awhile. I know I've never see it until today. The guy must have had no idea he could have smoked that **** box without NOS.

Precisely why I never recomend a wet shot. LS1/6/LSX intakes were never designed to flow a liquid, thus it's very possible for the fuel to puddle in the intake resulting in just what you saw here.
Judging from the fireball, it looks like the driver comitted the #1 sin for an engine fire... TURN THE DAMN KEY OFF BEFORE GETTING OUT!!!! He probably could have gotten away with an intake, fuel rail, and a hood, but it looks like fuel kept dumping out of the fuel line, thus the delay between the pop and the ensuing fireball.
