first off, hopefully its a forged bottom end iron block 408.
if it is, it just depending on money. a direct port nitrous setup is the most expensive nitrous setup you can get and it still will be like 1/4 of the price of a well built turbo setup.
You don't need anything fancy to run the times you want when you're already going to have a 408. It would only take a small shot of nitrous to run that consistently. A turbo setup would get you WAY beyond the goal that you stated.

It doesn't add up that fast. Even if you track it a LOT and use more nitrous than the average street car (let's say double) it will still take 5 years to add up.

comparing turbo to nitrous is not a good comparison.
they're two different animals.
my bone stock LS1 Camaro with a 125 shot will set you back in the seat hard and runs high 11's @ 119 in the 1/4 mile.
as far as budget goes, nitrous systems will range from $450-$1200+ depending on how mild or wild you what it. nitrous is the most and best bang for the dollar.
turbos will range from $8000-15000+ depending on how mild or wild you what to go. both nitrous and turbos have both powered some of the fastest street cars and race cars. this is what makes it hard to say one is better than the other. i now two guy who both run a 7 secound car, one is 100mm turbo LSX car and the other is a big C.I.D. SBF with a BIG two stage nitrous set up. both are super fast and both rebuild the motors every 2-3 years.

I have a stock ls1, a mild to nicely built 408 with a 150 shot should have no problems exceeding your goals. I would not advise turbos from your posts.
). And the always on tap finished the sale for me. I never have to worry about the heater, turning the bottle on, etc. JMHO.
