Anything flexible will collapse, at best restricting airflow, at worst damaging the impeller. If you need something super tight that will fit your best bet would be to buy some hard foam, fiberglass, and a decent size food vacuum sealer.
Shape the foam block to fit the space, seal it, wrap it in fiberglass and use the vacuum sealer to set it and hold it nice and tight while it cures.

I don't know if this would work or not but when I use to run sprintcars we had the same problem with our bottom radiator hose calapsing so we would put a spring the same size of the Id of the hose and it solved the problem
