I would agree with you if we were have boost creep issues where we couldnt keep the boost low enough but were having boost loss issues and like stated before its probably to much backpressure and a need more spring pressure in the wastegate

My last setup had the same issue, and my piping was at an angle like that. I fixed/ changed all kinds of things trying to solve the problem with no luck, only thing I didn't touch was the piping.
It would respond to a spring change, but if I tried to turn it up it always went back to the spring pressure.

Im not sure how the wastegate piping would be an issue causing the wg to open b4 it should, did you ever measure your crossover pipes backpressure, maybe your turbo was creating too much backpressuure forcing the gate to open, kinda like the same problem were having thats why we need stiffer spring
