The t6 1.32 will spool well with a 5.3 and is going to be worth having once in boost . Not that the smaller wheels won’t get it done but it does leave room for a bigger 6.0 engine down the road .

my 5.3 was a stock 2008 engine with a jfr 216/222 cam Borg s480 t6 96mm turbine and 1.32 housing

400th with a ptc 17-0 converter spooled good at the track and went 9.60 at 140 mph on 18 psi boost in a 3600 lb Buick gn.

I am going to guess, your drain is not adequate. It either doesn't have enough drop, isn't large enough, or has too many bends. You shouldn't need a restrictor on a Borg.
