With a 402 you don't need to drop down to 0 overlap to get perfect street manners. I've seen cams with 0 overlap, but a tuner who couldn't tune his way out of a wet paper bag and they still drive horribly.

With a 402 though you're going to need some duration to achieve the valve events needed for optimum cylinder fill and to exhaust.

231/247 .631/.632 118+4 would be as small as I would possibly go. That will drive extremely well, but the raw fuel smell is going to be present pretty much with any amount of overlap.
