Default On3 turbo supposed to have an oring on compressor side?

I have a 7875 on3 turbo. Bought new. I noticed it had shards of what I thought was rtv. So I took it apart and found this:

should i I rtv it back or use an oring? I have a very thin o ring I can put in there and it seems to squish tight. Or I can machine an oring groove in my lathe. I don’t like the idea of rtv sealant. That seems chickenshit to me.

I haven’t decided what I’m going to do yet. I don’t like the idea of rtv.

I scrapped off the old stuff, clocked the turbo, and then put a thin film of red rtv on mine; no boost leaks.
