The larger A/R will always allow more peak power, and the right torque converter will compensate for the different in spool between the two.

Wastegate needs to be big enough to control boost, but small enough to not cause issues with crack pressure.
A large gate that is CO2 controlled is gets both benefits.

Gate placement it critical. You don't need a 66mm WG to control boost. A 50-60mm would work just fine... Hell a 44mm would probably be fine. Place it right at the end, inline with flow before the 90 bend and you'll be golden IMO.

Go with the larger housing. The only reason to go smaller is for improved response at the cost of more back pressure. You shouldn't have trouble getting that turbo into boost on the brake with that motor. No reason to go with the smaller housing IMO.

Not that a 66mm won't work. Just that a smaller gate is generally cheaper and will work just as well IMO. JGS, Tial, Turbosmart.... are also great gates and may be a little easier on the wallet.
