compression decrease to boost increase ratio?
Not only will you need to look at static CR but DCR as well, intercooled or water/alky injected, quench height, piston design, tune tune tune, spark.
You're really going to be limited with a non-intercooled setup....your best bet is to get it on the dyno, tune the hell out of it and monitor it very closely for knock. I'd keep the tune a little rich just to be on the safe side and look into an injection setup for cooling.
As far as a chart that will govern different types of applications, I don't believe there is one nor could there be since there are far too many variables to consider and each application will react differently to boost.
