To clean out your IC, plug one end and pour in a gallon of paint thinner. Let it sit for a minute and swish it around and pour it out, repeat if neccesarry. NOTE: Make sure to let the IC dry out for a day or so before reinstalling and starting engine.

That ONLY checks that the wiring is intact and in the proper spot, but I would do that first then test the hobbs switch second. Put some PSI on the hobbs switch and see if it switches the pump scavenge over to high speed.

WITH CAR OFF Pull the connecter at the VCM and clip a jumper wire straight to battery + (pump will turn on) then put some PSI on the hobbs switch and listen for an increase in pump speed.

I was under the impression that the seals in the turbo[ like little piston rings]were only there to keep exaust gas from entering the oil housing and not to keep oil in the turbo so if oil is leaking out than you have a problem with the oil return somwhere [ie return pump or somthing] so then you would not need a rebuild and you would not have needed a rebuild in the past.just get your oil return problems fixed.

I understand that, but the seals are shot now. Needs to be rebuilt. The turbo isn't the cause, it's the effect. Either way it needs rebuilding.
