so if the t3 flange is chokeing it out, then why does your site say it is good for 800 hp, which would be over 650 rwhp.

Because the compressor is what determines the HP rating. So on a smaller displacement engine the T3 exhaust housing may work just fine.

Its all about pressure ratios. A turbo can be rated 20000hp, but if the pressure ratio forces the turbo to run outside its efficient range you will never see anything close to it.
