What causes some turbos to be loud and others to be quiet?

Damit I still want to know about this "Jason can machine some of the turbos with the bullet hole covers, but thats if you just want noise, and it does drop the efficiency down some". Hope Doc can address this. I'm like a kid in a toy store, have money and don't know what to do.
I'll be running a loud mouth with a 3" straight through bullet in the middle.

For about 2 days, had to make it streetable again. But the with the anti surge housing it made a ton of noise whether it was an open DP or full exhaust.
Covers that have the holes drilled in em will produce less HP, how much I don't know. I've read some people took a 50hp hit with a drilled cover.
LM will be a great exhaust with a turbo, doesn't get much freer flowing than that...I miss my ol LM
