Belt screeching is from pulley contact on the outer (smooth) side of the belt, like at the water pump on our cars. If you have insufficient tension, or if the belt is too narrow (like missing a rib or two), there isn't enough surface area to grip the pulley and move it... it slides and screeches. Inspect the belt thoroughly, and adjust the tensioner.
